Definition and composition of used oils
Used oil is mineral or synthetic oil that has become unsuitable for its originally intended use.
Used oils are hazardous waste. They contain many elements that are toxic to health and the environment: heavy metals, organic acids, phenols, polycyclic aromatic hydrocarbons (PAHs)...
In short, these used oils are poorly biodegradable and must be recycled by approved companies. Like all hazardous waste, oils must not be disposed of down the drain or in nature: Be aware that 1 liter of oil can cover 1000 m² of water and thus prevent the oxygenation of underwater flora and fauna for several years.
INDUSTRY STAKEHOLDERS:
The actors in the sector are the holders or producers of used oils, the collectors and the dismantlers who are subject to a series of obligations mentioned in the Interministerial Decree No. 9311 of October 5, 2007 concerning the management of used oils.
1 - The Holders
Holders must collect used oils from their facilities and store them under satisfactory separation conditions, avoiding in particular mixing with water or any other non-oily waste (solvents, coolants). They are obliged either to hand them over to an approved collector, or to transport them themselves, in order to hand them over to an approved disposal company or ensure their own disposal, provided they hold an approval.
2 - The Collectors
Collectors are responsible for gathering, consolidating, and transporting batches of used oil from multiple owners to disposal sites. To operate, collectors must hold a collection permit. Once the oil is collected, collectors are obligated to deliver it to authorized disposal facilities.
For traceability purposes, collectors are required to:
Establish a collection slip stating the origin, quantities, type of oil collected, the names, surnames of the collector and his signature at the time of collection.
Send each month a receipt slip from the approved disposal company stating the tonnage, quantity and type of oil received.
3 - The Eliminators
In Senegal, the Interministerial Decree on the management of used oils authorizes two types of disposal of used oils: Energy recovery and regeneration.
All natural or legal persons who operate a waste oil treatment facility or who, in their classified establishment, meet the technical conditions required for energy recovery are considered as eliminators.
The term eliminator covers both the regeneration of oils and their energy recovery by means of the so-called incineration or co-incineration technique, at a temperature of at least 1,400°C.
